effectiveness of night fishing for mackerel during summer

Forgive my ignorance but I need desperately to find out is it possible to fish for mackerel at night from piers? Is any equip or technique needed such as use of a very strong flashlight?  All help greatly appreciated

you can catch mackerel at night from piers i usualy go very early in the morning when it is much safer while the mackerel bashers are in bed
i usualy fish with feathers or hokies for them fresh sand eel is also a good bet
